What if anything was surprising about the post-war economic recovery of Europe

In the immediate period after V. E Day there was a realization by all sides of the conflict that the Versailles Peace Treaty of 1919 had itself been one of the main catalysts to the Second World War. This meant that a new approach would need to be taken to reconstruct Europe and it would need to do so with a broader view of Europe as a whole. The Second World War inflicted appalling loses on resources, infrastructure, and, above all human lives. The war cost anything up to fifty million lives and displaced millions more. However although conditions were anything but propitious for economic growth a dramatic transformation took place over the next â€Å"30 glorious years†. Both Eastern and Western Europe†s economies were massively distorted by the demands of war; normal production ground to a halt and trade decreased further weakening Europe†s position in the world economy. The subsequent result of the unprecedented destruction was starvation and inflation together with a legacy of conflict that left Europeans mentally and emotionally exhausted. The fact that the war was the first to be directly targeted at civilians, both through ethnic genocide and warfare in urban areas (most destructively from the air), meant that economics would need to be at the core of any peacetime solutions. There were three elements to the economic impact that affected Europe, and the measures that were introduced to solve these crises paved the way for the turn-around that Europe experienced between the late 1940†³s and early 1970†³s. The first factor was the disruption to Europe†s productive assets, a rise in military production had exhausted capital stocks and many factories were themselves destroyed by the conflict. Industrial capitals such as transport and communication infrastructures were also debilitated. The second effect was of Capital loss, the colonial powers had been forced to dispose of foreign assets and had simultaneously accumulated huge debts. A drop in domestic consumption and investment also left their economies depleted. Thirdly European states (especially France and Britain) were under the obligations of the Lend-Lease agreements which sponsors like the U. S. A and other lending states had supplied to boost their war effort. Despite these extreme difficulties rehabilitation followed surprisingly quickly. In the west in particular there was rapid reconstruction and recovery, meaning the first phase of economic development lasted no more than ten years. In the east, where the scale of devastation and loss of life had been far greater, the process needed to go beyond mere rebuilding and the imposition of Soviet communist control meant that transformation would take significantly longer. The ‘super-boom† that began in post-war Europe can therefore be seen as somewhat of an economic miracle, with many of it†s features being the only positive repercussions of the war. In the west priority was given to rebuilding the infrastructure rather than to satisfying consumption needs (except food). At the same time the economic methods of John Maynard Keynes were being used to squeeze out inflation through financial controls, higher taxes and currency reform. Since controlling inflation added to unemployment and shortages in essential products, new social services were introduced to minimise these negative affects on the population, who after all were still recovering from the hardships of war. The Welfare States that were created also helped in getting the economies moving quickly. The other crucial benefit that the western states had over the communist east was the financial help they received from the U. S. A through Marshal Aid. Between 1947 and 1952 $23 billion was made available to Europe, this hard currency enabled Western economies to ensure their recovery by buying the goods they needed to reconstruct and modernise. So, while in 1946 West European production was only 8% of the world†s total, by 1950 it accounted for almost 20%. In the east, where the starting situation was far worse than in the west due to ferociously destructive battles and Nazi depredations, reconstruction was unimportant compared to the more immediate concerns of feeding and housing the vastly displaced population. In fact in the USSR more people died after the war had finished of starvation, than had during the actual conflict. The period was also witnessing huge social and political changes with Stalin consolidating his firm grip on power, the effect this had on the East†s economic recovery was negative compared to that of the West. Land was distributed to the poor and most industrial property was nationalised. However most importantly there was no support given to Eastern Block states by the U. S. A as Marshal himself distrusted Stalin and thought that he was planning to seize more of Europe. However, Stalin was only utilising the satellite states to help rebuild the soviet economy, yet these factors ensured there was no ‘boom† in the east for at least a decade. In the west when reconstruction was achieved growth was barely interrupted for the next thirty years until the oil crisis of 1973. The technological advances and new production methods during this period were another of the positive after effects of the war. New consumer goods such as televisions were the visible side of the booming economies and by the 1960†³s Western Europe was once again the largest trading block in the world with Gross Domestic Products up to eight times that of the first half of the century. All this was achieved without massive inflation because productivity rose enormously and capacity was fully used. However, to economic historians this economic revival can be seen as surprising and somewhat unexplainable. Technical factors played a part, with new sources of energy, more modern communications, new styles of management and new production practices all helping to streamline the economies. Most of these were derived from the war or the more advanced America, who†s economy was unscathed by war. Another factor was the more ‘hands on† approach taken by western governments in managing their economies. In this way they were able to stimulate a ‘mixed economy† which had elements of private finance and nationalised industries. Keynes ideal was to have no sector of the economy that did not have a government presence. He saw that the mistake of forgetting economics at Versailles led to the boom and bust that enabled nationalism to influence Europe. One other reason for these changes was to attempt to catch up the more advanced economies, most notably the U. S. A. The high levels of capital investment and the move of resources from agricultural to more productive sectors all benefited this goal. The actual stimulus to employment and trade that reconstruction created also kick-started the boom. Social elements also affected the economies of Western states. The ‘baby-boom† of the war years produced a younger and better-educated work force, who also reflected the impact of the new welfare provisions that had been constructed. As demographics changed the population was also modernised in other ways. Urbanisation began at a greater level to compliment the new industries that were developing. Also women, who had entered the work place during the war, meant that the work force was diversifying as well as specialising. Family structures were therefore changing, with the ‘nuclear family† being more mobile and functional. All of these factors helped ensure that the population was becoming more affluent and adapted to the new economy. This population was also becoming more at ease with buying consumer products as the burdens of the thirties and forties gave way to a more positive looking future. More money was also being spent in new industries such as tourism and leisure. This new wealth also meant that class structures were being eroded as a new economically independent middle class emerged. The West was also experiencing political stability, better labour relations and, by utilising the new attitudes in economy management, ensuring low unemployment. These factors all contributed vastly to the boom. Externally the protection that Western Europe was experiencing from the U. S. A helped growth. The Bretton Woods system that ensured exchange rate stability across the Atlantic until the 1960†³s was one part of this. Perhaps none of these factors can explain the surge in economic growth on their own. It was probably a fact that so many things came right at the same time and that the mistakes that had been made after the First World War were heeded. By 1970 the Western European economies had transformed beyond recognition, not only in size but also in organisation and geographical terms. One negative effect of this was the greater divergence from Eastern Europe that the new society exacerbated. It is easy to ask why this ‘economic miracle† was so surprising as the scale of destruction the Second World War wrought was so huge. However this was not the first time that Europe had needed to rebuild itself and governments had come to realise that they should forsake economics at their own peril.

I have learnt a lot from this course since child safety is a major issue in the society. This is because as a grown up I am obligated to take care of all the children. I came to learn that child safety is very crucial since it sets the foundation of the child development. This will make the children to feel appreciated and loved as the parent guide them in decision making which is very crucial in their lifetime. I also came to learn that child safety is more than providing food, shelter, education and other basic needs, but it entail protection from harm resulting from abuse and neglect. I came to learn that child are at high risk of injuries, accidents and crime which necessitate appropriate measures so as to provide a safe environment for the children. I learnt that there are several ways of enhancing child safety which include: providing a safe environment, implementing safety measures as well as educating protective measures to the children. I also learnt that parent advice is paramount as it guides the children on appropriate safety measures. Parents should also listen and respond to their children’s needs which ensure they maintain good rapport between parent and the child. In conclusion, child safety is becoming a social concern since children are likely to face many risky situations. Providing necessary child safety is very central to every child especially in their development. This is because the children grow up in a safe environment free from abuse and neglect. The ECM requires that social workers support the parents and carers instead of removing children to long term care (Hodge, 2004). For example the ECM set out the agenda for the unification of local childrens services such as schools, GPs, social services and so on (Hodge, 2004). The idea of a holistic approach to a persons needs by removing the legislative barriers between inter agency information sharing, directs services to work together towards a mutual aim which is what is best for the child in this case Callum. Another key theme set out in the ECM is early intervention, which means that children should receive the appropriate help then need but when they need it. An important step in reaching this goal is the use of the Common Assessment Framework (CAF). For Callum and others the CAF aims to put their needs ahead of the agencies agenda (Gilligan, 2008). The entire process  should be guided by a lead professional whose job it is to lead and follow up actions with all agencies involved while being the primary contact for the child with the extra needs, this helps when a child is working with more than one professional as it can easily become disorientating and counterproductive for the child developmentally to be dealing with multiple professionals (Howarth, 2010). For Callum and his family the CAF would be used by the Local Authority (LA) to assess the needs of the children and the family as under S.47 of the Children Act they have a duty to do so (Calder and Hackett, 2013). Within the assessment three key areas are explored. Firstly Callums developmental needs, parental capacity which although his mother is currently unable to demonstrate capacity to care for Callum the new policy context assures that she will be fully assessed and supported where possible if it is in Callums best interests to have an input in his life. Lastly family and environmental factors (Calder and Hackett, 2013). The three core assessment areas are explored in more detail in the assessment framework triangle. During the assessment the social worker gains information required from individuals involved including family members and all supporting agencies. The plan is to build a complete picture that will allow the social worker to begin to look at different theories and research which may offer insight or explanation for Callums behaviours. Professor Nick Frost (2013) when discussing the lessons learned from a Serious Case Review echoes the findings of the Munro report (2001) stating that the decisions undertaken by social workers on a daily basis, often with very little time, are extremely complex and involve a high degree of uncertainty. This something that the CAF attempts to address as it is to be approached as a partnership between services the young people and their families (Calder and Hackett, 2013). Each of the three sections of the assessment framework triangle are gone into in much more detail and guidance for this is laid out in the CAF guidelines. In order to make use of the information gained a robust foundation of knowledge is required to deliver evidenced based practice. For example When looking at Callums Health are  all his needs being met to enable him to develop physically as he should. He is staying out late and not attending school so we can reasonably assume that he may not be getting sufficient food or rest. The medical model suggests that without regular and nutritious meals and adequate rest Callums physical development will be retarded (Cowie, 2012). This is a rather simplistic example though it effectively demonstrates how research directly informs practice. The new policy also calls for flexibility so that services can be provided parallel to the assessment process meaning that children and their families dont need to wait until after the assessment process to start receiving support (Calder and Hackett, 2013). When Callums physical needs are identified it is possible then without delay to for example refer him to his GP for an examination to assess his physical condition. Further along the childs developmental needs assessment we come to emotional and behavioural development which looks at characteristics like the childs temperament, self control and how they respond to stress. These are all heavily informed by a broad base of research and theories some of which have conflicting views on how certain behaviours can be explained (Calder and Hackett, 2013). Before I look at some theories that would inform practice in relation to the case study I think it is helpful to look at how Beckett (2006) explains how social workers find a solution by first seeking for explanations. This he says is looking at the information gathered from the assessment and trying to find a theory that we think fits and them apply the relevant intervention. He calls these past orientated approaches, in the case of Callum we look at his past to try and find out why things are the way they are (Beckett, 2006). Callum is displaying aggressive behaviour, he resisted foster carers and now that he is back in a childrens home he stays out on occasion with his father. Attachment theory has plenty of empirical evidence and suggests that Callum like us all is hard wired to seek a relationship with his carer, in this case the attachment with his father is still felt by him. Bowlbys (2005) work on attachment suggests that during our formative years we develop an internal working model (IWM) from our initial  attachments, the resulting quality of the IWM is dependent on the quality of the original attachments. The airport was located in Paris, France and was a hotspot for tourists and other visitors as many amusement parks, food places, etc were just minutes away. On May 23, 2004, disaster would strike on terminal 2E as the roof collapsed, killing 4 people and injuring 3 others. When investigated by law enforcement and other fellow engineers, faults in the design were found, because the project was rushed and safety measures were a bit ignored. Another reason for the collapse was found to be due to thermal expansion, the warm metal structure expanded and contracted as the temperature went from high 70s to the low 30s that same morning, loosening the grip and support as it suddenly cooled down and shrank, causing the collapse. Introduction In the early 2000s , a nine-hundred million dollar project was going to be introduced to the city of   Paris, France. The project designer was Paul Andreu, the one in charge of how smooth and crisp this project was going to turn out. This is known as the Charles de Gaulle Airport, an airport that at the time and still today is considered being one of the largest in the world, holding seventeen planes and had the capacity to hold 10,000,000 passengers a year, and on a daily basis transported roughly two-hundred thousand   passengers. This airport was a huge success, there were so many tourist attractions minutes away, which made the airport a hot spot for visitors, a very excellent place to locate this airport. The Charles de Gaulle Airport consisted of three layers of material, the outer layer consisted of plate glass, giving the structure a very modern look at the time. The middle layer was made up of metal supports, a very good choice for materials to hold and make this buildin g sturdy. And lastly the inner layer, or the inside was composed of concrete blocks that would help support the metal supports. Many who entered the airport were stunned at the scenery, a very modern yet futuristic look, that when waiting for a next flight, which would often be a couple of hours, would be an enjoyable place to wait, relax, and enjoy the scenery. A couple of months had passed since the construction of the airport, and people were calling it a jewel from France, as it showed off French engineering skill and in a way, a sense of style. Relevant Sections On the oddly cold morning of May 23, 2004, catastrophe would have a toll on the Charles de Gaulle Airport located near Paris, France. It was early in the morning, around 7 am, when a few tourists heard cracking like sounds and noticed small clouds of dust coming down from the ceiling, and then, it collapsed. Down came the roof, tons of concrete fell leaving a huge gap in the terminal. Each square foot weighed about 60 pounds, the width of the terminal was 100 and counting feet, so trying to imagine how much weight could have fallen on a person is something you do not want to think about. As the concrete roof gave out, it fell flat to the ground killing 4 people and injuring 3. Terminal 2E had crumbled to the ground! This took many people by surprise because it had not even been its anniversary yet, it had only been active for 11 months when the tragedy happened. For now, that is all people knew about the accident, nobody knew how this could have happened and what the cause was. Furth er investigation was still to take place, and people anxiously waited to see what the police and other investigators could dig out from this. Investigation During investigation and various interviews, local engineers and also the police came to the conclusion that the problems did not come from a freak accident, but they did lead back to the faulty designs in the terminal. It was found that cautionary measures were not taken in mind during the design. A stunning find was that the opening of the terminal was delayed a day after a  chandelier fell because of the moving in the ceiling. This made people want to learn more and the investigations were taken deeper into the case. Findings and Recommendations On May 23, 2004, a catastrophe that would leave many French stunned and those in neighboring countries occurred as terminal 2E of the Charles De Gaulle Airport fell to the ground, killing 4 and injuring 3. Faulty and rushed designs were to blame, and more research and causes were yet to be found. Deep into the investigation already, it was pointed out that the metal structures were inserted too deep into the concrete blocks, causing the cracking in the roof. At the same time , this cracking weakened the roof, causing it to collapse. However, something else was found to be a cause of the collapse. The metal structure was constantly hot, which made it expand, and as mentioned before, the temperature had drastically dropped from around 73 degrees fahrenheit all the way down to around 38 degrees. This meant that at one point the metal was flexible as it was warm , but as soon as the temperature dropped quickly, it made the metal shrink back as it tried to straighten out, loosening the gr ip on the already cracked concrete blocks and causing it   all to plunge to the ground. Impact on Engineering Practices Ever since engineers heard about the incident, many have really taken their time handling workers to do the jobs done and right. They have also insured that their plans and sketches are accurate and are always safe after the construction is done. Peoples safety and well being is now  a must while developing and constructing buildings that are enormous and cost so much money. People should feel safe when boarding a new state of the art plane or entering a brand new future like building. Someones life should never be at risk because an engineer or architect etc failed to see a safety hazard. In conclusion, the Charles de Gaulle Airport disaster was not so bad in the amount of victims suffered. However it was useful for many architects and engineers as they learned to analyze more carefully and ensure the safety of those who would be involved in their building or structure. To ensure that this wouldnt happen again, it was decided to rebuild the entire structure and this time , without using the heavy tons of concrete. They opted to use glass and metal sheeting and for the structures the metal was still the 1st option. Art in the Urban Environment: Case Study Analysis Historical Context In the late eighteenth century, the establishment of the museum revolutionised the notion that art had to be exclusive. Paintings and sculptures, objects previously housed in private collections and viewed by a typically bourgeois audience, were propelled into the wider public arena. Although originating as national institutions, as popularity for this new cultural attraction grew, further art museums were required on a regional and local basis and over the centuries this trend culminated in the formation of the contemporary art gallery. The technological revolution of the 1960s, then, brought with it an increase in available leisure time for the general public, spurring a continued and unprecedented growth in the rate at which art galleries were built. Alongside the introduction of modern media techniques, this combination once again succeeded in bringing art to an increasingly large and diverse audience. This progression, however, brought about a fundamental change in the actual production, format and display of the art pieces themselves. Artists and curators alike, were required to respond to the changing perceptions of a broader, multi-cultural and modern day audience. To retain an appeal, more experimental forms of art and methods of display were introduced. Art was no longer restricted to being hung on a wall, mounted on a plinth or designed to suit a neutral backdrop. The role of the spectator no longer had to be purely passive. Over the past fifty years, the practice of art and its reliance on the modern gallery setting, that of the conventional white cube, which seeks to transcend specificity of time and location (Ault, J., 2003, in Dernie, 2006, p.9) has been confronted. One outcome is that we have witnessed emerging practices of art that extend past the architectural confines of the traditional gallery space and into the external urban fabric. Public art in the urban context, in its broadest definition, is not new in concept. As a work of art or design that is created by an artist specifically to be sited in a public space, (The Newport News Public Art Foundation) monuments, memorials and architectural ornamentation are all valid examples. It was again in the 1960s, however, that public art became a discipline in its own right, forming new sub-genres including environmental, land, site-specific, community-based and street art. By testing ideas of display through actively engaging the public in a more natural environment, art has formed a much greater part in everyday life. That is not to say, that public art need be mutually exclusive of the contemporary art gallery. Historically art forms more closely linked to areas of everyday life have been marginalized by the art establishments as lacking aesthetic quality. (Gastil, 1997, p.85) With its gradual acceptance as a compelling art form, however, there are now many examples where an exhibition of public art, has been divided between both the urban environment and the interior gallery setting. In some cases, the works of art in the urban context, are physically linked to a gallery or merely act as an extension to the main internal exhibition. In other examples, the gallery takes a lesser role, providing a framework of background knowledge, acting as an interpretive voice or a financial benefactor for a display primarily located elsewhere. The internal and external events may run in parallel, or the gallery exhibition may precede or follow the external display by a few days, weeks or even years. Public Art in the 21st Century In the first decade of the 21st century, there is a greater demand for art in the urban context, but the popularity and proliferation of this public art, has in turn, led to the danger of it becoming generic/gentrified and having a lesser impact. Now no longer a novel concept, artists in their desire to attract an audience, once again have to strive much harder. In the urban environment, unlike the contained gallery setting, there is not always an expectant observer, here there is a much larger audience that simply happens upon the scene/location and they need to be engaged if the work is to be received successfully. Works of contemporary art in public spaces are encountered by diverse publics who have, to a large extent, no contact with art in galleries, though they may be adept at reading the codes of mass culture. (Gastil, 1997, p.14) More problematically, art in general, also needs to compete with a vigorous leisure industry and an overly cinematic modern world. The built environment has become increasingly globalised and homogenous. As a society already bombarded with spectacular imagery and simulated environments (Dernie, 2006, p.14) through the daily onslaught of visual stimulation, (advertisements, graphics and digital media) we also require added stimulation of our other senses, to engage with our surroundings and create a rich, memorable experience. Within the contemporary art gallery it is apparent what is now fundamental to contemporary exhibition design is the creation of an experience that is engaging, multi-sensorial and rewarding. (ibid., p.13) This experience relies on a mixture of digital technology, graphical design, sound, performance and virtual reality, to build up the blank canvas of the internal space and create an immersive environment. In contrast, back within the external context, this diverse layering of attributes is a pre-defined condition. The built environment provides the experience, the context, sights, sounds, and smells that are only ever fabricated within the purpose built gallery. Naturally occurring phenomena, the layering of human activity and habitation, social, economic and political factors, environmental factors, historical and cultural backgrounds, all combine organically to form a stimulating environment. It is interesting therefore that, often, it is the everyday environment that is overlooked. Many people appear so oblivious to their surroundings, or so insulated from the incursions of modern life, that they really do need someone to stand in front of them, signaling wildly, before they raise their eyes and look up. (Searle, 2007) In the current climate, it is evident that for public art to succeed in such a hostile environment, it needs to have either an impact or a resonance, to make a lasting impression. Exploration through Example To look at how some artists have tackled this idea, this paper focuses on three specific projects of external public art, that not only note-worthy for their innovative approach, have also have risen to the challenges of a modern society, and are projects that deliberately provoke exploration of public spaces eliciting fresh thinking about familiar sites and contexts. (Gastil, 2004, p.99) These are projects that due either to their scale, spontaneity or purpose, could not have occurred within the confines of an art gallery. It is important to note, however, each case study did have a direct link with the conventional gallery setting, showing an interesting interdependence. This relationship can be seen to differ between the examples, dependent on the requirements of the specific project. In examining the three case studies, I intend to explore more specifically the differing methods employed by the artists to engage the viewer; the context of urban art and how it affects its purpose, meaning, and value, and whether the relationship these projects had with conventional art gallery, strengthened the work itself. Gormley The first project, Event Horizon, was a large-scale sculpture project by Antony Gormley, centered around the Hayward Gallery on the south bank of the Thames in 2007. As one of Londons most ambitious public art commissions, 31 life size replicas of the artists naked body were scattered within a two kilometer proximity of this central London site. 4 of these 31 statues were made from cast iron and located at street level. By temporarily placing them in the direct pathway of the public, tangibly interrupting the course of daily life, (www.antonygormley.com, 2009), the artist orchestrated an engagement through a series of confrontations. The unsuspecting passer-by was challenged to make a decision. Whether tourist, resident or daily commuter, the passer-by was forced to choose either to walk by head down, to pause to take in the sight, or to stop and reach out to touch this alien figure. The remaining 27 figures, were alternatively placed overhead, on the rooftops of prominent buildings. The unexpected sighting of a human silhouette inhabiting the skyline, evoked intrigue and astonishment (and in some more controversial instances, a phone call to the emergency services). In either encounter, the installation achieved its preliminary goal in forming an initial dialogue between itself and the passer-by. Despite being extended over this two kilometer site, the considered placement of the statues, ensured that more than one would always be apparent in the peripheral vision of the spectator, widening the scale of the work. Whilst some were clearly visible and others a mere speck on the horizon, there became an ambiguity to how many more of these figures there were placed around the city. The work connects the palpable, perceptual and conceptual, and implicates the viewer in a field condition. (www.antonygormley.com, 2009) Through an implied interrelationship between the figures and their various locations, the existing built environment became the larger stage on which the display was set. The spectator was distanced from the works on the horizon, but the implication was that they themselves, by standing within this stage, could also be an additional figure in the landscape. At street level, the contrasting proximity of the statues further increased this active participation of the spectator / passer-by, by permitting closer examination. The tactile quality and scale of the figures, their material response to environmental factors such as the appearance of rust and the shadows cast from them by the sun, could all be observed and assessed first hand, making the project more memorable. By integrating this temporary installation into the familiar urban landscape, Gormley does not only try to encourage the spectator to look at the individual statues, but to look afresh at their surroundings. In this case the eye is drawn to aspects of the skyline that are frequently overlooked and spectators are encouraged to consider their relationship as individuals to the city and other inhabitants. Event Horizon gives one a terrific sense of the citys scale, of the relative size of the human in relation to the architecture, of the distances and proximities of the citys jumbled elevations. (Searle, 2007) Event Horizon ran in parallel with an exhibition of Gormleys earlier sculptures, prints, drawings and photographs, located within the Hayward Gallery itself. These works were seminal in their own right, but the curiosity developed by placing the figures within the urban context, encouraged a far larger number of visitors to the exhibition. Each of the 31 external statues had been rotated to face the external viewing balcony of the Hayward making this the focal point of attraction. Visitors flooded into the gallery to this observation deck, to stand and look back out at the city. Deliberately no figures were placed on the balcony itself, in a reversal of the normal relationship between viewer and art object, (Gormley in Vidler, 2007, p.47) those observing from the gallery, were encouraged to watch the array of interactions with the art in the street. Once in the gallery setting, visitors could then observe similar statues within a different context. The gallery provided an alternative insight to the work, and ultimately this relationship further enhanced the overall experience. Christo and Jeanne-Claude The highly publicised installation Wrapped Reichstag, by Christo and Jeanne-Claude provides the second case study. In 1995 The Reichstag in Berlin, a symbol of democracy for Germany, was wrapped for 14 days in 100,000 square meters of thick woven polypropylene fabric. A steel framework was temporarily installed to the facades and roof of the building, altering the original proportions and allowing the fabric to cascade to the ground. First conceived in 1971, it took 24 years of public forums, parliamentary debates, press conferences and design trials, before approval for the project was granted and as such the considerable activity that preceded the wrapping, became as much a part of the work as the actual installation. As a building of huge historical significance, the image of The Reichstag was a familiar one and therefore the initial encounter of the viewer to the installation tended to be one of awe. Both spectacular in scale and drama, this display showcased how projects could be strengthened by their interaction with the outside world. The draped fabric took on a dynamic quality by being free to ripple in the wind, whilst the aluminum coating reflected the sun during the day and became muted in the evening. Even the sheer amount of people who went to see the transformation, provided a spectacle in itself. By being deliberately temporary, the work was enhanced in intensity and value. Described as a revelation through concealment, (Bourdon, 1971) by transforming the appearance it drew on peoples memory to remember the original proportions, the materiality and the solidarity of the building hidden beneath. When the installation was then dismantled and the site returned to its original state, this too provoked a further re-evaluation that continued long after the project was dismantled. In 1995, it was seen by five million people and has retained its power through documentation and memory long after it was removed. (Gastil, 1997, p.102) In this instance the relationship of the gallery was based around two parts. Prior to the two-week installation, the role of the galley was one of promotion. Due to the sheer logistics of wrapping such a significant icon of German history, drawings, collages and scale models were, over a period of years, displayed within a multitude of galleries. Beginning at the Annely Juda Gallery in London and then moving to galleries in Cologne and finally Berlin, the artists sought an international awareness of the project, to raise both the public support and the finances required to undertake the task. After the event, photographs taken during the installation, were then exhibited alongside the original drawings as a record of the event. The wrapping of The Reichstag also raised several political and historical issues, which were again documented within these further exhibitions, to expand the background knowledge of the visitor. The spectacle was executed within the urban environment, but for those who perhaps could not attend, those that had heard about the event only afterwards through the media, or those that simply wanted to learn more, the contemporary art gallery provided this forum and subsequently extended the life of the installation. Slinkachu The third example is far subtler in nature. Produced by artist Slinkachu in 2006, a series of one-inch mini-installations were created for, and placed in, the streets of London. In modifying small, shop bought plastic figurines and placing them within a real urban context, Slinkachu curated everyday human scenarios, in miniature, whether it be reading the newspaper, shopping, sight-seeing or engaged in more criminal activities. Unlike the two previous examples, the art works of Slinkachu, did not rely on being at odds with their urban surroundings. Left to be discovered by passers-by, the orchestrated scenes invited exploration through curiosity and intrigue. Like Gormleys statues, these miniature figures were designed to engage the audience emotively through personal resonance. Even when you know they are just hand-painted figurines, you cant help but feel that their plights convey something of our own fears about being lost and vulnerable. (The Times, 2006) In the urban context, by the very nature of the size of the installation, even the trained eye could pass over the work unnoticed and the pieces were only likely to attract the attention of a very small number of people. To ensure the engagement of a wider audience, Slinkachu captured these interventions through photographic images that appeared, in tandem, on advertisement boards throughout the city. For each miniature scene, photographs were taken from distances both far away and up close, yet the advertisement boards showed only one image of the set, deliberately puzzling the passer-by and encouraging a second glance. In the wider scene it was not immediately obvious where the work was, whilst at the macro scale, the figurines appeared to adopt human proportions. The artist also relied on the traditional gallery space to provide an interpretive voice. Exhibiting at the Cosh Gallery, the two photographs of each installation could be placed adjacent to one another alongside recreated scenes of the original context, revealing the distortion of scale, to the viewer, in a witty manner. The gallery in this instance provided recognition of the artist and of his installations that outside of the gallery setting, were not necessarily obvious as a pieces of art. If the audience had been unsuccessful in finding the installations in the urban environment or, alternatively once engaged, simply wanted to learn more, the gallery provided a space to summarise the events that occurred externally. In a reversal of roles, for some the gallery even became the starting point. On noting the separate scenarios and their locations within the city, visitors would often be encouraged to then go back outside and search for the work, which by then however, may have been washed away by rain, discarded as rubbish or rescued as a treasure. Conclusion Whilst each individual will observe or experience a situation differently, dependent on their own preconceptions, by engineering encounters, storylines and multi-sensorial experiences, in each case study, the artists have been successful in encouraging an audience to raise their eyes and look up (Searle, 2007) from their everyday lives. As demonstrated, if works of art can evoke an emotive response from the spectator, such as shock, awe, curiosity or empathy, it can contribute to a lasting impression. Also by being temporary in nature there is an element of spontaneity to these places and events that is memorable. One doesnt actually expect the experience you arrive at. (Gastil, 1997, p.18) In the example of Event Horizon, even the most unsuspecting of passers-by, can become active participants in the drama unfolding around them. It is evident that each case study also became strengthened by the richness of its surrounding location. By being placed alongside attributes identifiable in everyday life, the spectator could draw upon a deeper social and cultural framework, to form their own opinion of the art. In turn, as new interventions within familiar landscapes, these projects heightened the awareness of the spectator and encouraged them, even if only subliminally, to reassess the urban environment around them. The value of urban art is therefore, not judged solely on its own intrinsic merits as an individual piece or installation, but instead its value is in the dialogue it can generate between itself, the spectator and the surrounding context. The purpose of this paper is not to suggest that displays in the urban environment are ever likely to replace or take precedence over those in the typical gallery space, but that by being more experimental in nature, they act as a catalyst to test the perceptions of a developing audience. For many of us the designed air of the modern art gallery or museum still represents a kind of elitism, (Dernie, 2006, p.9) Alternatively the unpredictable and unregulated external environment, offers familiarity, an opportunity for spontaneity, and a larger stage on which to exhibit. Urban installations bring works of art to a mass audience; to those who may not be actively seeking it, but might well become engaged by it and find enjoyment from it. They can motivate people to seek further understanding in entering a gallery they would perhaps not visit otherwise. The contemporary art gallery in linking with these urban installations has adapted and taken on a new supporting role, providing a level of education, a longer lasting memory, financial incentives, recognition and ultimately a voice between the artist and general public. The advantage of combining these two environments, as indicated in the three case studies, is that this relationship can be of mutual benefit, it can provide added value and impact and prove fruitful in engaging a wider diverse audience, or as in the case of Slinkachu, even lead to a cult following. Against Nuclear Tests :: essays research papers

On the morning of August 6, 1945, first ever nuclear armed force was carried out by the United States of America in Japan. Three days later, another one was dropped. Hiroshima and Nagasaki have suffered nuclear explosions, causing immediate deaths of around 100,000 to 200,000 people and even more over time which was and remains controversial. Nuclear warhead is a device which ejects radioactive isotopes (massive heat) with a diameter as large as a metropolis within fraction of a second killing everyone around it. Countries spend dollars on these nukes which in turn kills thousands of innocent people, the aftermath of its devastating force contaminate the environment, and may very well cause mutation on humans. These are the reasons why no country should practice any nuclear devices for any purpose. Country spends billions of dollars to develop nuclear tests which will benefit no one on this planet. Each country strives to be superior to others by developing stronger armed devices which other countries cannot counteract. This concludes that there are no other vital uses for these warheads other than war. The quantity of lives lost in wars cannot be compared to the elimination of nuclear bomb. There are people who are against wars and families who live peacefully still suffer. Also many children’s lives that have no conscious of what is happening are being destroyed. It’s not right for the innocent people to suffer for other’s wrong actions. It’s a matter of seconds that such device can destroy a city. The purpose this device holds for developed countries is to kill, but from the perspectives of third world countries, it’s all bad news for the nature of this planet. Plants cannot be sowed around the area of Hiroshima. It has been 60 years and the soil is still radioactive. After the bombing of Japan, residues of the bomb float around in the atmosphere and may very well blown to other country and affect other people. This device limits land usage and also clearing of trees and plants (deforestation). Habitats are destroyed as well as families and animals are lost. If several more bombs were dropped, the planet would become off balance. Then humans as well as animals cannot live on Earth. The death toll of nuclear bombing will always be uncertain. This is not an average explosion where victims can walk away with minor injuries. The explosion gives off Uranium or Plutonium rays which will penetrate through human skins and either destroys or does severe damage to the body’s DNA (Deoxyribonucleic acid).

ETHICS AND THE COLLEGE STUDENT Essay

What is ethics? Merriam Webster’s Dictionary defines ethics as morals or principles that Govern a person’s or a group’s behaviors or the branch of knowledge that deals with moral principles. In college students face many ethical dilemmas. This paper will explain the factors that affect a student’s ethical decision making as well as the ethical decision making process. The socialization process is a major influencing factor in our ethical decision making. While we are children, we absorb behaviors and develop our morals and values. Our family is the biggest influence in developing our morals. For instance, proper use of grammar, the importance of education, and strong work ethic are all values that family members help us to develop. Negative influences such as alcohol and drug abuse, poverty, and physical abuse can also shape our behaviors and attitudes. Peer pressure is also an important factor college students face when making ethical choices. In a study done by UCLA, 52% of students said that peer pressure affected ethical choices they made (Yeung and Keup 2009). In addition, the same survey showed how students’ perceptions of peer beliefs and behaviors were the best predictors of their own ethical behavior. Under age drinking, illegal drug use, and casual sex are some dilemmas that students must make choices about when they are attending college. In a review by Harris (1916), he states that underage age drinking had all but disappeared and drug use was unheard of in the early 1900s. But in a survey  taken by UCLA students in 2009 78% of students under the age of 21 admitted to drinking alcohol and 57% of all students admitted to using some type of illegal drug at least once (Yeung and Keup, 2009). In addition these students admitted that peer  pressure was a major determining factor. This information shows that over the last decade underage drinking and drug use has increased amongst college students or they priorities have changed.   Stress also causes students to make unethical decisions. In another study done by UCLA 82% of students would â€Å"consider† plagiarizing, cheating on a test, or lying to a professor when in a stressful situation like finals, mid-terms, or whe n facing academic probation (Yeung and Keup 2009). Social media also plays an important role in college students’ ethical decision making. In the book, â€Å"Philosophy for the Masses: Ethics†, Bruce D. Bruce writes that advertising and media can deceptive and persuasive (Bruce 2009 p.200). Bruce goes on to say that sometimes the media blurs the distinct line between right and wrong and our youth/young adults are most often the ones that have difficulty seeing that line clearly (Bruce 2009 p.200). As stated previously, plagiarism is major dilemma that plagues college students. Stress, peer pressure, and social media are all factors that affect students when deciding whether or not to plagiarize. Young and Keup (2009) noticed that even though many college students thought about plagiarizing when stressed, they felt it was morally wrong. They also discovered that students would rather steal food from the dining facility or even present fake identification to enter a club rather that plagiarize. Most of the students in their study felt condemned or even guilty just thinking about the fact. Time management and the Ethical PEAS will aid students when facing ethical the ethical decision making process (Frame Work of Ethical Decision Making, para 2-3). Students should set aside time for homework, study time, and extracurricular activities. Structure makes it easier  to get things accomplished without the feeling of being rushed. Setting aside study time will give students adequate time to research so they will not feel the need to plagiarize; they will be prepared. Students should also use the Ethical PEAS (Frame Work of Ethical Decision Making, para 2-3). As described in the â€Å"Framework for Ethical Decision-Making† by Montana State University, PEAS is an acronym used when executing the ethical decision making process: P – What is the Problem? E – What is the Evidence? A – Analyze; What guidelines or theories will help me in my process? S – What is the Solution to my problem? Some theories a student can use are (Frame Work of Ethical Decision Making, para 4): The Front Page Newspaper Test Would you be comfortable if your actions were revealed on the front page of the paper? End/Means Test Does and ethical goal (end) justify the way you get to that goal (means)? The Golden Rule Do unto others as you would have them do unto you. Utilitarianism What act or rule results in the greatest good for the greatest number? Professional Standards of Conduct Follow the rules, regulations, and codes set before you. In summary, college students must make ethical decisions daily. Stress, peer pressure, drugs and alcohol, the socialization process, and a person’s morals and values all play a part in this process. If students exercise the  ethical decision making process it will make this process much easier. Ethical dilemmas will never go away.
